The Philippine National Police (PNP) confiscated suspected smuggled cigarettes valued at ₱4.7 million during a pre-dawn maritime interdiction operation on March 14, 2026, in Sitio Lintog, Barangay Nagbo-alao, Basay, Negros Oriental. The operation was conducted by the PNP Maritime Group’s 4th Special Operations Unit following intelligence reports of contraband cigarette smuggling activities along the coastal area.

According to the PNP Public Information Office, operatives acted on information from a confidential informant regarding the unloading of illegal cigarettes along the shoreline. The operation resulted in the seizure of 83 boxes of branded cigarettes after smuggling suspects fled upon noticing law enforcement presence.

Dawn Operation Nets Major Cigarette Haul

The maritime interdiction operation began before dawn on March 14, when operatives from the PNP Maritime Group’s 4th Special Operations Unit received intelligence about suspicious unloading activities in the coastal area of Sitio Lintog. The unit coordinated with the Basay Municipal Police Station and the Provincial Intelligence Unit of the Negros Oriental Police Provincial Office to conduct verification and interdiction operations.

Upon arrival at the identified site, authorities observed several individuals involved in unloading activities who immediately fled after spotting law enforcement personnel. The suspects abandoned numerous boxes of cigarettes believed to have been illegally imported into the country.

A wooden motorized banca suspected of transporting the contraband quickly departed from the shoreline before authorities could intercept the vessel or enter the finger port compound where the unloading was taking place.

Substantial Contraband Recovery

The subsequent inspection of the abandoned cargo revealed a significant haul of suspected smuggled cigarettes. Authorities confiscated 83 boxes of branded cigarettes with a total estimated value of ₱4,755,900, according to initial assessments conducted at the scene.

The seized shipment consisted of two categories of contraband cigarettes: ₱4,469,000 worth of white-pack branded cigarettes and ₱286,900 worth of red-pack branded cigarettes. All items were properly inventoried at the scene in the presence of a Barangay Kagawad from Sitio Lintog, Barangay Nagbo-alao, who served as an official witness to the operation.

Following proper documentation procedures, the seized contraband was transported to the headquarters of the 4th Special Operations Unit for further processing and disposition. The National Tobacco Administration will conduct the official valuation and assessment of the confiscated cigarettes.

PNP Chief Emphasizes Maritime Security

PNP Chief Police General Jose Melencio C. Nartatez Jr. highlighted the critical importance of maintaining sustained maritime vigilance to prevent smuggled goods from entering Philippine territory. In a statement following the operation, he emphasized the government’s commitment to disrupting illegal trade networks.

“Smuggling activities weaken legitimate trade and deprive the government of essential revenues. The Philippine National Police remains firm in protecting our maritime borders and ensuring that illegal trade networks are disrupted,” PGEN Nartatez stated.

The PNP chief also delivered his message in Filipino, emphasizing the organization’s zero-tolerance approach to smuggling activities. “Hindi natin papayagan na maging daanan ng kontrabando ang ating mga baybayin. Patuloy na kikilos ang PNP upang pigilan ang pagpasok ng mga kontrabando at panagutin ang mga nasa likod ng ganitong gawain,” he added.

The operation demonstrates the effectiveness of coordinated intelligence gathering and inter-unit cooperation between different PNP divisions, including maritime units, municipal police stations, and provincial intelligence units.

Economic Impact of Cigarette Smuggling

Cigarette smuggling represents a significant threat to legitimate businesses and government revenue collection in the Philippines. The Bureau of Internal Revenue estimates that smuggled tobacco products cost the government billions of pesos annually in lost excise taxes and import duties.

In Negros Oriental, maritime smuggling operations often target remote coastal areas where monitoring capabilities may be limited. The province’s extensive coastline and numerous small ports make it vulnerable to various forms of contraband smuggling, including cigarettes, which command high profits due to substantial tax differentials.
